I think it's a good idea. The one issue would be getting characters better skills they aren't experts in (everyone may use gun combat at some point on a mission, but it's unlikely someone who isn't a medic will use first aid, for example). Maybe a set number of learn rolls per mission?

I also approve of this idea, as taking one skill and only having a 1 in 5 chance of learning it (at best) kinda sucks.
